Twelve years have passed since ECCEA and Ocean Care commissioned an investigation by an eminent Caribbean economist, Bernard Petitjean-Roget, into the socio-economic impacts of Japan‘s fisheries grant aid to the six Eastern Caribbean states members of the International Whaling Commission (IWC).
